RULES, REGULATIONS & ADVISORY FOR RACE 2017

NECC NEF ENDURO IS NOT A RECREATIONAL EVENT BUT A SERIOUS ADVENTURE ACTIVITY GOVERNED BY A SET OF RULES & REGULATIONS AND REQUIRES AN ABOVE AVERAGE PHYSICAL STRENGTH, STAMINA AND MENTAL ENDURANCE.

 


 

ARTICLE 01: GENERAL

1.1 NECC NEF ENDURO the Adventure race [ Henceforth referred to as the ‘RACE’ ] will be governed by the Race Committee. Race Committee has complete discretion in formulating and applying all rules, regulations and penalties.

1.2 These rules may be modified or altered at the discretion of the RACE COMMITTEE at any given time.

1.3 The official languages of the race is ENGLISH and all Participants are responsible for reading and understanding these rules, race signs, directions and any oral instructions given before and during the Race.

1.4 The course will include MANDATORY CHECKPOINTS and sections which may be modified at any time before and during the race. The Race Committee reserves the right to impose time penalties or to disqualify Participants / Teams, for conduct in violation of these rules and contrary to the best interest of the Race. The decisions of the Race Committee are final and cannot be appealed except for the protest clause as mentioned in the ARTICLE 10 : PROTEST.

1.5 ‘TIME CUT OFF’ points will be designated at various places along the course. Participants / Teams arriving after the designated time at any cut-off point will be disqualified at the discretion of Race officials. See ARTICLE 04 : TIME CONTROL / PASSAGE CONTROL

1.6 Failure of any Participant to immediately and respectfully comply with a direction or decision of a Race official will result in the DISQUALIFICATION of the Participant / Teams. Read more in ARTICLE 08 : DISQUALIFICATION

1.7 All decisions by the RACE OFFICIALS ( Race Committee, Race Director and Race Marshals ) regarding the results and the prizes will be FINAL AND BINDING on all the race Participants.

 

ARTICLE 02: PARTICIPATION

2.1 Participation in NECC NEF ENDURO is primarily classified into THREE MAIN DIVISIONS :

TEAM, DUO and SOLO and further into numerous categories based on Participants / composition of the Teams as defined in ARTICLE 05 : DIVISIONS & CATEGORIES

2.2 Participants from the Armed Forces and Paramilitary establishments are not permitted to take part in the RACE. Teams from NDA, CME and AFMC will be permitted to participate only at the sole discretion of the RACE DIRECTOR.

2.3 Each Team / Duo will have a TEAM LEADER who is part of that Team / Duo and will be fully responsible for the Team / Duo as well as for all communications with the Race Officials. The organizers will communicate only with the TEAM LEADER. All correspondence from the organizers will be addressed to the Team leader. Only the TEAM LEADER is allowed to interact with Race Officials during the race, all pre-race briefing meetings and seminars convened by NEF.

2.4 NECC NEF ENDURO is a NON-SUPPORTED Adventure Race. No Support or Back-up is allowed for Participants / Teams. Vehicles even remotely associated with the Participants of any category (company / government / defense organizations or private vehicles) if seen by the Marshals / Race Officials along the race route, will lead to immediate disqualification of Participants / Teams.

2.5 REGISTRATIONS for all categories will only be Online via Our website www.nefenduro.com . Please Refer ARTICLE 06 : REGISTRATION

2.6 The REGISTRATION FEE will not be refunded under any circumstances.

2.7 Once any Team / Participant is disqualified, he / she / they will no longer be considered as a part of the race.

2.8 All Participants must follow all Traffic and Civic Rules along the course and duration of the Race.

2.9 All Registered Participants have to be present at the CEREMONIAL FLAG OFF on the 11th of February 2017 in Pune with full equipment and cycles. The exact location will be shared post Registration. Participants / Teams will be handed over Team Kits, Maps and other race formalities at the Ceremonial Flag Off. Please Refer ARTICLE 06 : REGISTRATION.

2.10 Every Participant will have to sign a DECLARATION CERTIFICATE printed by NEF ( format available at www.nefenduro.com/documents ) on the day of the Race as part of the race day reporting.

2.11 Every Participant below the age of 18 years will have to courier / post a signed PARENT / GAURDIAN DECLARATION CERTIFICATE ( format available at www.nefenduro.com/documents ) to the NEF Office for approval of registration.

 

ARTICLE 03 : EQUIPMENT

3.1 MANDATORY EQUIPMENT : The following equipment is mandatory and must be carried by each Team or Participant at all times between the start and finish line, except the BICYCLE which is mandatory only during the cycling section. Only the cycles should be left after the cycling section, or at the end of the cycling section. No other equipment such as hand / foot pump, tool-kit, helmet or any other personal equipment can be left with the cycles.

3.2 Every Participant is required to carry his / her own food and water that will be needed during the entire Race.

3.3 Every Participant will be provided with sleeveless Race Vest / Poncho which is to be worn as the outermost garment, in the right orientation at all times during the Race. Failure to do so will lead to disqualification. Teams tampering with race equipment provided by the organizers such as rifles, kayaks, ropes and life jackets etc. will be disqualified. The Team will also have to bear the cost of repairs or replacement of the equipment.

3.4 Use of any special equipment or race tactic, the legality of which is unclear under these rules, must be disclosed in full to the Race Committee prior to the Race to be approved. In the event that the equipment or tactic is approved, the Race Committee will keep the inquiry confidential. In the event that a Team / Participant fails to pre-disclose and receive pre-approval, this fact will weigh against the Team in the determination of any protests filed on account of such equipment use or tactic.

 

ARTICLE 04 : TIME CONTROL / PASSAGE CONTROL

4.1 The RACE will run from Time Control to Time Control. The TIME CONTROL (TC) is a CHECK POINT on the route where each Team / Participant will report after every segment of the race and get their respective timings recorded / endorsed for that segment.

4.2 PASSAGE CONTROL (PC) CHECK POINT on the route in between any segment where the TIME CARDS will be stamped but no time will be recorded.

4.3 All the MEMBERS OF THE TEAM / DUO should arrive at every Control (TC & PC) together. Once they arrive, they should stand inside the time box ( pre-defined area by the Control Marshal).

Only after the TC / PC official signals, the TEAM LEADER should step out the time box and approach TC / PC counter. Here the TC official will record the time of arrival of the participating Teams’ / Participants time card as well on the official’s time card. Both these cards should be counter signed by the TC official and the Team leader. This procedure should be followed at every TC. Any deviation or any behavior contrary to the above mentioned procedure would lead to instant disqualification of the Participant / Team.

4.4 ALL CHECK POINTS ARE MANDATORY. Every Participant / Team will have to pass through all the TCs and PCs in the prescribed sequence only. Failing to do so will lead to disqualification.

4.5 The time once recorded by the TC official will be final. Any argument with respect to the recorded time will lead to disqualification.

4.6 Tampering with the Team Time Card, Loss or Physical damage or irresponsible / miss-handling such as tearing in part or totally of the time card may lead to instant disqualification.

4.7 All members of a Team / Duo should be within visual range of each other till the completion of the race. If not the race officials have the right to disqualify the Team / Duo.

4.8 The RACE COMMITTEE can alter, amend or change the course of the race as well as the rules and regulations without any prior notice. Such changes would be conveyed either by Additional supplementary Rule posted at TCs / PCs or orally by the Race Officials at the TCs/PCs and would be binding with immediate effect.

 

ARTICLE 05 : DIVISIONS & CATEGORIES

5.1 Participation in NECC NEF ENDURO is primarily classified into THREE MAIN DIVISIONS

TEAM : A Team of 3 Members [ Mix | All Men | All Women ]

DUO : A Team of 2 Members [ Mix – One Man & One Women ]

SOLO : An Individual Participant [ Man | Woman ]

5.2 Participation is further classified into 16 CATEGORIES based on the composition of the members and the distance and difficulty of the route.

ELIGIBILTY, REGISTRATION FEES & CASH PRIZES are given below.

1. ENDURO 100 – MIX TEAM [ Approximately 100 Kilometers in Distance ]
CATEGORY IS OPEN FOR EVERYONE
The Team will consist of 3 members with at least ONE MALE and ONE FEMALE member.
All Team members must be minimum 18 years of age.

REGISTRATION FEES : Rs.7500
CASH PRIZE MONEY : 1st Place : Rs.50,000 | 2nd Place : Rs.30,000 | 3rd Place : Rs.20,000

2. ENDURO 100 – ALL MEN [ Approximately 100 Kilometers in Distance ]
CATEGORY IS OPEN FOR EVERYONE
The Team will consist of 3 MALE members.
All Team members must be minimum 18 years of age.

REGISTRATION FEES : Rs.7500
CASH PRIZE MONEY : 1st Place : Rs.20,000 | 2nd Place : Rs.15,000 | 3rd Place : Rs.10,000

3. ENDURO 100 – ALL WOMEN [ Approximately 100 Kilometers in Distance ]
CATEGORY IS OPEN FOR EVERYONE
The Team will consist of 3 FEMALE members.
All Team members must be minimum 18 years of age

6. ENDURO 70 – ALL WOMEN [ Approximately 70 Kilometers in Distance ]

The Team will consist of 3 FEMALE members.
All Team members must be minimum 16 years of age

7. COLLEGIAN 70 – MIX TEAM [ Approximately 70 Kilometers in Distance ]
CATEGORY IS OPEN ONLY FOR COLLEGE / UNIVERSITY STUDENTS.
The Team will consist of 3 members with at least ONE MALE and ONE FEMALE member.
All Team members must be minimum 16 years of age.

8. COLLEGIAN 70 – ALL WOMEN [ Approximately 70 Kilometers in Distance ]

All Team members must be minimum 16 years of age.

Both members must be minimum 18 years of age.

10. SOLO 70 – MEN [ Approximately 70 Kilometers in Distance ]

13. MEDIA 25 – MIX / MEN [ Approximately 25 Kilometers in Distance ]

CATEGORY IS OPEN FOR ALL MEDIA PROFESSIONALS ONLY
The Team will consist of 3 Members.
All Team members must be minimum 18 years of age

REGISTRATION FEES : Rs.2500

CASH PRIZE MONEY : 1st Place : Rs.5000 | 2nd Place : Rs.3500 | 3rd Place : Rs.2500

14. JUNIOR 25 – MIX TEAM [ Approximately 25 Kilometers in Distance ]
CATEGORY IS OPEN ONLY FOR STUDENTS BETWEEN AGES 13 & 15 years
The Team will consist of 3 members with at least ONE MALE and ONE FEMALE member.
All Team members must be minimum 13 and maximum 15 years of age.

REGISTRATION FEES : Rs.1500

CASH PRIZE MONEY : 1st Place : Rs.5000 | 2nd Place : Rs.3000 | 3rd Place : Rs.2000

15. JUNIOR 25 – ALL BOYS [ Approximately 25 Kilometers in Distance ]
CATEGORY IS OPEN ONLY FOR STUDENTS BETWEEN AGES 13 & 15 years
The Team will consist of 3 MALE members.

All Team members must be minimum 13 years and maximum 15 years of age.

REGISTRATION FEES : Rs.1800

CASH PRIZE MONEY : 1st Place : Rs.5000 | 2nd Place : Rs.3000 | 3rd Place : Rs.2000

16. JUNIOR 25 – ALL GIRLS [ Approximately 25 Kilometers in Distance ]
CATEGORY IS OPEN ONLY FOR STUDENTS BETWEEN AGES 13 & 15 years
The Team will consist of 3 FEMALE members.

All Team members must be minimum 13 and maximum 15 years of age.

REGISTRATION FEES : Rs.1500

CASH PRIZE MONEY : 1st Place : Rs.5000 | 2nd Place : Rs.3000 | 3rd Place : Rs.2000


5.3 Prizes will depend upon the number of Teams / Participants registered in that category.

· To form a category a minimum number of 7 Entries’ are essential per each category.

· For all the 3 prizes to be available for claim, the minimum number of Entries’ in that category should be 12.

· If the number of entries in a category is between 10 and 12, only the first and second prizes will be awarded.

· If the number of entries in any category is between 7 and 9, only the first prize will be awarded.

5.4 Participants from the Armed Forces and Paramilitary establishments are not permitted to take part in the RACE. Teams from NDA, CME and AFMC will be permitted to participate only at the sole discretion of the RACE DIRECTOR.

ARTICLE 06 : REGISTRATION

6.1 Registrations for all categories will only be Online via Our website www.nefenduro.com

6.2 You will be asked to upload good quality scans of your Passport Size Photo and your Identity & Date of Birth Documents ( Passport or Driving License or AADHAR Card only )

6.3 Participants in the Junior, Collegian and Media Category will also have to upload scans of official I-Cards Issued for the current year by their institutions.

6.4 Every Participant below the age of 18 years will have to courier / post a signed PARENT / GUARDIAN DECLARATION CERTIFICATE ( format available at www.nefenduro.com/documents ) to the NEF Office for approval of registration.

6.5 The contact numbers of any other NECC NEF ENDURO 2017 participants / organisers cannot be provided as an Emergency Contact Number.

6.6 Mere Payment of Registration Fees does not equate to a Confirmed registration. You will receive final Approval Email with Team Code and a Declaration Form once your registration form is scrutinized and found to be complete.

6.7 Participants with incomplete forms, incorrect documents, illegible photos and other information will be communicated via official email < info@nefenduro.com > only.

6.8 Every Participant will have to sign a DECLARATION CERTIFICATE printed by NEF ( format available at www.nefenduro.com/documents ) on the day of the Race as part of the race day reporting

6.9 There will be a Pre-Race Briefing organised by NEF for the benefit of the Registered Participants. The Time, Date and location of the PRE-RACE BRIEFING will be informed post registration. The Pre-Race Briefing is recommend for all participants, where the Rules & Regulations, Procedures and Other Details of the Race 2017 will be shared. Participants / Teams Failing to Attend the Pre-Race Briefing automatically lose their right to PROTEST [ ARTICLE 10 ].

6.10 PRIZE DISTRIBUTION CEREMONY for the ‘100 Kilometers’ & ’70 Kilometers’ categories will be held at the Finish Line of the Race 2017. Details of the same will be shared during the Pre-Race Briefing

6.11 There will be NO PRIZE DISTRIBUTION CEREMONY for the 25 Kilometers categories. Prize Money ( via Cheque Only ) and Certificates will be sent to the winners via post to their registered Postal Address.

 

ARTICLE 07 : TRANSPORTATION

7.1 All Registered Participants / Team have to be present at the CEREMONIAL FLAG OFF on the 11th of February 2017 in Pune with full equipment and cycles. The exact location will be shared post Registration.

7.2 All Participants / Team will have to cycle in a group ( abiding with all the traffic rules ) from the Ceremonial Flag off to a pre-designated point within the city ( approximately 4 Kilometers ). From that point Participants / Team and their cycles & equipment will be transported to the competitive flag off ( approximately 35 Kilometers ) by NEF.

7.3 Post Race Finish all participants and their equipment will be transported back to a pre-designated point within the city by NEF

7.4 It is mandatory for all participants to avail the transport facility provided by NEF ( already included in your registrations fees ). No exceptions will be made for both the participants or their equipment. No Private Transportation is Allowed.

7.5 Friends, Family and Supporters if they wish will only be allowed till the COMPETITIVE START LINE . Friends, Family and Supporters will NOT BE ALLOWED at the FINISH LINE for the ‘100 Kilometers’ & ’70 Kilometers’ categories

ARTICLE 08 : DISQUALIFICATION

8.1 NECC NEF ENDURO is a NON-SUPPORTED Adventure Race. No Support or Back-up is allowed for Participants / Teams. Vehicles even remotely associated with the Participants of any category (company / government / defense organizations or private vehicles) if seen by the Marshals / Race Officials along the race route, will lead to immediate disqualification of Participants / Teams.

8.2 No outside (i.e. non-team) support is allowed After the Ceremonial Flag-Off, on the race route till the Finish Line. Only the Team is allowed in any official race area. Teams must be self-contained except for the official support provided at official aid stations at check points and transition areas.

8.3 ALL CHECK POINTS ARE MANDATORY . Every team / participant will have to pass through all the TCs and PCs in the prescribed sequence only. Failing to do so will lead to disqualification.

8.4 All members of a team should be within visual range of each other till the completion of the race. If not found so the race officials have the right to disqualify the team.

8.5 Teams must make reasonable assumptions and decisions with regard to the direction of the course. Any Team, which removes or changes the location and/or direction of course markings, will be disqualified.

8.6 The time once recorded by the TIME CHECK OFFICIAL will be final. Any argument with respect to the recorded time will lead to disqualification. Tampering with the matter on the TIME CARD or loss of the time card will lead to disqualification.

8.7 Any action by Participant / Team that degrades deteriorates or damages the environment through which the race will run will lead to disqualification. If the Participant / Team is spotted littering or throwing garbage along the way of the race, altering or tampering with any of the natural surroundings for any reason whatsoever will lead to disqualification.

8.8 The Race Director has the right to disqualify any Participant / Team on grounds of indiscipline or indecent behaviour or any such action that is detrimental to the conduct of the Race. Argument with race officials, race marshals, and other team members will lead to disqualification.

8.9 Failure to wear properly buckled helmet or properly secured buoyancy aids ( Life Jackets ) at all times during the relevant segments will result in the disqualification of the Participant / Team. Failure to carry mandatory equipment and to wear the helmet when required will also result in disqualification.

8.10 Consumption or possession of alcohol, tobacco, cigarettes or any banned substances will lead to instant disqualification of the team.

8.11 If any information provided by Participant / Team during Registration and Reporting is found to be false or incorrect, the team will be disqualified.

8.12 Race officials reserve the right to prohibit a competitor from starting or finishing any segment of the Race on medical grounds. Any such decision of the Race Officials or the Race Committee is final.

All decisions taken by the RACE OFFICIALS ( Race Committee, Race Director and Race Marshals ) will be FINAL AND BINDING on all the race Participants. No arguments whatsoever will be entertained and the same will lead to disqualification of the team / participant even if the race is over and the results are yet to be declared.

 

ARTICLE 09 : PRIZE DISTRIBUTION

9.1 All decisions by the RACE OFFICIALS ( Race Committee, Race Director and Race Marshals ) in regards to the results and the prizes will be FINAL AND BINDING on all the Participants.

9.2 Prizes will depend upon the number of Teams / Participants registered in that category.

· To form a category a minimum number of 7 Entries’ are essential per each category.

· For all the 3 prizes to be available for claim, the minimum number of Entries’ in that category should be 12.

· If the number of entries in a category is between 10 and 12, only the first and second prizes will be awarded.

· If the number of entries in any category is between 7 and 9, only the first prize will be awarded.

9.3 PRIZE DISTRIBUTION CEREMONY for the ‘100 Kilometers’ & ’70 Kilometers’ categories will be held at the Finish Line of the Race 2017. Details of the same will be shared during the Pre-Race Briefing

9.4 There will be NO PRIZE DISTRIBUTION CEREMONY for the 25 Kilometers categories. Prize Money ( via Cheque Only ) and Certificates will be sent to the winners via post to their registered Postal Address.

9.5 ALL PRIZE MONEY will be paid to winners via cheque only.

 

ARTICLE 10 : PROTEST

10.1 PROVISIONAL RESULTS for ‘100 Kilometers’ & ’70 Kilometers’ categories will be declared at the Finish Line Once the Race is over ( After all Teams / Participants Complete the Race or After the Final CUT-OFF ).

10.2 PROVISIONAL RESULTS for ’25 Kilometers’ categories will be declared at 3:00 pm on 12th February at the NEF Office ( Parvati, Pune )

10.3 The period of 30 minutes after the provisional results are declared, will be considered as ‘Protest time’. Any team, who wishes to protest, will have to submit the protest in writing to the Chairman of Panel of Jury for Results (The Jury Chairman) along with Rs. 10,000/- in cash or Cheque as protest fee. The Jury Chairman will then look into the matter at hand and give his / her decision. The Jury Chairman will then declare the final result.

10.4 The decision of THE JURY CHAIRMAN will be final and binding on the participants.

10.5 If the decision of the Jury Chairman is not in favor of the protesting team then the protest fee will be FORFEITED. Only if the decision of the Jury Chairman is in favor of the protesting team than the protest fee will be refunded to the protesting team.

10.6 No protest will be entertained after the expiry of the protest time. In case there are no protests in the ‘protest time’, the provisional results would be considered as the final results.

10.7 Any Disputes regarding the race and/or prizes would be subject to Pune Jurisdiction only

ADVISORY

FOR NECC NEF ENDURO 2017

· The Organizers will not be providing any bedding / tent / sleeping facilities. Given the Extreme cold weather every Participant is advised to carry a warm-wear and extra pair of clothing along with sleeping and other equipment that they seem fit and vital for the period of the race.

· Every Participant is required to carry his / her own food and water that will be needed during the entire Race. The Organizers will not be providing any Food / Snacks and Water during the race. Buying of food and other supplies during the race is in direct violation of the rules and will lead to disqualification.

· It is advised to carry along a Cheque in Favour on NATIONAL EDUCATION FOUNDATION for Rs.10,000/- needed in case you wish to file for Protest.
